It's as Powell just said in his speech, Arafat has nothing to gain from violence. Something he obviously doesn't believe, since he's been pursuing a policy of violence.

The fact is, Arafat needs the violence to preserve his own skin. The needs of Arafat and the needs of the Palestinians have diverged, and every intelligent person knows it. The tragedy is, Arafat is unremovable except by death.

It has always been position of all US administrations that settlements are illegal and is an obstacle to piece

Has it? an obstacle to peace yes, but I have never heard the State Department call them "illegal". Of course the Palestinians have said so a million times, but I thought that the status of territories taken in war but disclaimed by the original countries was unclear by international law.
