They tend to be bearish at the bottom, a la 1998.

Rydex takes a while to turn, maybe a month or two. If it changes fast, that would be bullish, obviously.

Don't follow AAII. Bounces around too much, but it may be good at extremes. II is showing bulls-bears something like 44-30, which is moderately bearish. I believe the summer was marked by 50-25 readings. Still, bears were above 40 for months in 1974 and peaked at 70%.
