Yes, I have considered it. But this is not a problem that 193nm equipment is going to solve. Oh, they very well may be able to tighten the parameters some and reduce the leakage somewhat, but it won't be enough. It goes to the basic way the transistors are designed, not the way they are made. Look at the results on their respective 0.18 micron processes, the AMD transistors still have significantly less leakage.
