"Only three of the thirteen bear market cycles between 1941 and 1997 bottomed in the first year of a Presidential cycle with nine bottoming the second year and with 1987 being the exception with a third year bottom."

That means that 23% of the bear markets bottomed in the first year of a presidential cycle. That's only two percentage points away from what you would expect if it were random.
