Hi snowshoe, Prior to 9/11, we were actually about to have some interesting changes come about during the quadrennial review of the U.S. military structure. My understanding was that Rumsfeld was trying to knock heads together to create a coherent system and was, of course, being solicited by special interests and certain congressmen for special consideration. It's all backburnered for now, I imagine. But it will be picked up once again when "normalcy" returns. I have faith in Rumsfeld on most of his approach, though I do have my doubts about the efficacy and purposes of the latest iteration of Star Wars, and the actual need to move ahead with both the F-22 and the JSF. -R.
