What does criticism of the U.S. have to do with his attitude toward Saddam? He called him a "murderous gangster", and then proceeds to criticize the U.S. for being so friendly with him. Since Chomsky is an American, it is his duty to criticize corruption in his own country first and foremost. Criticizing other countries but not one's own is little more than jingoistic slander.
