Actually the head of state was a Communist dictator (Amin) who had overthrown the previous Communist dictator. The Soviets thought Amin might lose the civil war so they invaded the country, killed Amin, and imported a puppet, Babrak Karmal, who they flew in from Russia and put into power.

Lamba held talks with Northern Alliance leaders including ousted President Burhanuddin Rabbani and Foreign Minister Abdullah Abdullah, a foreign ministry spokeswoman said. The talks focused on the ground situation in Afghanistan and the task of reconstruction of the nation torn by two decades of civil strife, she said. "There was uniform appreciation of the constructive role played by India all along."
