I think that's a mis-statement. They may have had visas, but they lied to get them. US visa applications ask whether the applicant intend to engage in terrorist activities - I am sure they all said no. So that's one lie right there. I'd bet there were other lies, as well, e.g., how long they intended to stay, what they intended to do, where they intended to be, whether they had criminal records.

They entered the U.S. with criminal intent... entering the United States with the intent to murder and with the intent to attack the United States government is not legal no matter how neatly typed their paperwork may be.....
