Sorry that my abstract comment turned out abstruse as well.

My reply focused on Lee's main conjecture that "... US always has to have an enemy of convenience ... Our entire economy depends on it ...".

If the enemy of choice is known to be weak (and, hence, virtually guaranteed to lose), then wouldn't it be very difficult to generate necessary political support for strong growth force in the form of big government expenditures?

This is basically what I was wondering.
