That is because there is no such thing as an "Afghan", just an artificial entity known as Afghanistan containing antagonistic tribes and ethnic groups.

Partition would be best along ethnic lines, with the peoples of each ethnic region deciding (if possible) what their future should be--i.e, independence or joining the countries already containing most of their countrymen.

The largest new entity would be Pashtunistan.
