That's exactly what should have happened. A real benefit to recognizing the obvious (9/11 was an act of war) is to cut off the endless useless litigation which would otherwise sidetrack the recovery effort. The citizens of the U.S. in the wake of 9/11 immediately made hundreds of millions of dollars in charitable donations to help those most directly effected by the attack. We don't need an army of attorneys to figure out who to blame. Lawsuits won't bring back those lost but they will undoubtedly cause further harm to others.

[ Kennedy Space Center, Florida (AP) -- When mission commander Dominic Gorie and his crew rocket into orbit on the space shuttle Endeavour this week, it will be amid unprecedented security during unprecedented times.

Fighter jets, helicopter patrols, SWAT teams, military guards, closed roads, tourist bans, media crackdowns and possibly even anti-aircraft artillery are some of the safeguards expected to be in place for NASA's first wartime shuttle launch. ]

They supposedly didn't declare war because the insurance companies would have invoked the 'act of war' clause and refused to pay for all the New York and Washington claims.

That's simply untrue, name one insurance company that stated anything but they would honor all claims regardless of a declaration or war or not.

Why spread falsehoods ?

There are two legitimate reasons, namely:

1. A declaration of war would have taken time which Bush decided he didn't want to deal with. In hindsight, he made the right decision.

2. Since the U.S. does not recognize the Taliban as a legitimate government and since Al Qiada is not a government, it is difficult to declare war against a government you state doesn't exist.
