If my (admittedly limited) experience with Egyptian technology consultants is any guide, they'd do just fine with legitimate open business transactions. Why are we always stampeded into thinking free money and weapons are the only answer? It's always the secret military adventures that cause what is conveniently called "blowback", but is really the lack of concern for either American or foreign consequences, as long as it produces a need for more military action or Oliver North-type drug sales.

We The People have to instruct our out-of-control politicians and military-industry managers (incl. the secretive intel crooks) to knock it off with the easy billions extorted from the taxpayer. The best foreign aid we can give anyone in the world is clean corporate and individual capitalism, to spread creativity and ACCOUNTABILITY in finance, politics, and the military, to produce unstoppable growth and prosperity.

With the phenomenon of the internet the official hiding of government from the people's review should subside, unless the ISPs and journalists are intimidated as part of Ashcroft's trend towards unofficial martial law. If that happens, it may take another American revolution by some fearless political leaderhip who can use the martial laws of this administration against the next one, and convert government to an open book. (...and then he woke up<g>)

You are wrong that most aid to Israel is in the form of loans. According to the United States Agency for International Development, total official U.S. economic and military aid for the period 1962-99 was $73,894,400,000 of which only $13,068,300,000 (17.7%) were loans and $60,926,200,000 were grants.

From 1995 to 1999, all aid to Israel was categorized as grant aid. There were no loans in the $11,940,000,000 sent as foreign aid during that period.

These are the official numbers. As was pointed out to me a few months ago, the actual numbers are probably higher due to classification as other items. Please pardon my intrusion, but I believe that it is important to check the facts before making statements like yours. Failing to do so undermines your position.
