Although this was the first survey data other than my own that I used, I stopped using it several years ago. For one thing, it lags by 2 to 3 weeks because they rely on written Market letters. More importantly, the II survey began a persistent and seemingly permanent upward movement in the mid-90's. It pretty much stays bullish now. For example, in 1994 at the lows, %bulls - %bears was -27 to -29. At the more significant low in 1998 it only dropped to -11 and this year it barely went negative just after the lows. It could leave you sitting on the sidelines for years as a bull market leaves you behind.
