The Cuban people (living on the island).... for whatever reason, are not strong-willed enough to truly fight for democracy and for freedom.

Ouch!! That's pretty harsh... even from my "hawkish" perspective.. :0)

Personally, I would love to see a resistance movement spring up in Cuba, giving Castro back some of what he gave Batista's regime. Unfortunately, the Bay of Pig fiasco has completely destroyed US credibility with regard to whether we can be trusted to stand behind them. And the rest of Latin America would immediately freak out as well, and set back Latin US relations 40 years...

Better to "encourage" the rest of Latin America to exert political pressure upon Castro to decrease the rhetoric.

But what is clear is that Castro was once able to hide behind the facade of Marxist-Capitalist conflict to prop up his government and justify his lack of political diversity. It's pretty obvious that he'll be unwilling to step down, as it would result in a tremendous power struggle.

Castro rules through the sheer exercise of his will, and his ability to intimidate and subjugate any internal opposition. And 40 years of Castro's rule, and the sheer fatigue of having to struggle on a daily basis to survive, makes it difficult for them to dedicate much time to subversive activities.

Of course, certain congressmen from Florida are still trying to provide assistance to internal Cuban opposition:

The Cuban Internal Opposition Assistance Act of 2001" (HR.1271)
