I believe it probably connects the 'mystery contract' announced
by PRAV a few days ago, with the article you posted here.

TORONTO -(Dow Jones)- Paradigm Advanced Technologies Inc. (PRAV) has
received
a contract to supply a turn-key specialized tracking system for the
World
Trade Center recovery project in New York City.

In a press release, the company said this project involves outfitting
fleets
of vehicles to ensure real-time tracking of each vehicle, driver and
contents. It said the ultimate value of this contract hasn't been
determined,
because the length of the recovery project isn't known, but the contract
will
be worth more than $1 million.

Paradigm is working with Criticom International Corp., a customer of its

PowerLOC unit. Criticom is part of the project because it operates a
PowerLOC
L-Biz Tracker in a secure site and is able to provide location-based
emergency monitoring services.

Paradigm provides wireless location-tracking technology.
