Tech Sentiment: My research into sentiment/expectations indicates that most of what determines future index/sector movements are trends in future expectations. At the end of August, 1yr Nasdaq Bus Sent and 4-8mo Nasdaq Bus Sent hit deep lows. In mid-Sept, Recent Past and Next 3mo Nasdaq Bus Sent troughed. Even if Present and Next 3mo Tech expectations dropped deeply again, we wouldn't go all the way back down unless longer future expectations dropped drastically. Barring some shocking event that ruined the outlook for a recovery in Info Technology, that's extremely unlikely.
