Constantine, I believe Elmer is simply stating that the levels of leakage in Intel's .13u process might be similar to what other manufacturers get when they reach .13u, including AMD. The way some people are comparing Intel's and AMD's transistors, they are at different temperatures, so obviously the results are going to differ. Given the same measurements, it's possible that AMD's .13u transistors may leak as much or more so than Intel's. Otherwise, they probably wouldn't have seen such an enormous need to get to SOI.
