I do not doubt that but recently that strategy has not been working for intel well. If intel would go x86-64 route then amd is likely to be a player in that market

that was pretty much my point. If i(x)86-64 would be sold in low to mid range then ia64 would have only a niche market at best. Hardly enough to justify ia64.
My guess is that intel would try to push ia64 on as much market as possible cutting off all competition. Intel's current capacity would justify Itanium in desktops.
Lack of the software support would not bother intel for a while, they would just consider it as cost of doing business. If software support would not catch up in a year or two then we may see x86 from intel
