Paris, Nov. 27 (Bloomberg) -- Members of the Organization of Petroleum Exporting Countries may ``flood the market'' with their 5 million barrels a day in spare oil capacity, the group's president said, according to Agence France-Presse.

``There will be temptations from Jan. 1 to open the floodgates . . . which is in neither OPEC nor non-OPEC countries' interests,'' Chakib Khelil said in an interview with Radio France Internationale, AFP reported.

OPEC refused two weeks ago to enact its fourth output cut of the year, by 1.5 million barrels a day starting Jan. 1, unless rival suppliers cut 500,000 barrels. Russia, the top non-OPEC exporter, offered just 50,000 barrels day last week, while Mexico and Norway put a maximum 300,000 on the table.

`` We do not think this is enough,'' Khelil said, AFP reported. ``Mexico has already mustered 100,000 barrels, Oman 40,000. Norway recently took the decision to contribute 100,000- 200,000, and Russia widened its cut from 30,000 to 50,000.''
