Since some of them blew themselves up I would say they were just waiting until they had the time to do some real harm before acting. One report said they were about to be searched for the first time.

Neither, they had a plan, a bad plan and it didn't work. IMO they thought they could take over control of something important and disrupt the opposing forces from inside.
