Looks like some pesky rascal asked about taking delivery on their Shanghai gold and brought the whole system down before it got started.

OPENING OF SHANGHAI GOLD EXCHANGE TO BE POSTPONED

BEIJING, Nov 27, 2001 (AsiaPulse via COMTEX) -- The opening of the Shanghai Gold Exchange, originally scheduled for November 28, will be postponed, according to a report by Beijing Times.

The report quoted an official of the Peoples Bank of China, the central bank, as saying that the specific time for the opening has not yet been decided.

The paper also quoted Wang Ji, president of the Shanghai Gold Exchange as saying that the technical support for the trading system has not yet been got ready. Besides, Wang said, some time is also needed to set the methods for physical gold exchange.
