Under your senario (sp?), the multi-nationals would be there. And thanks for putting it more clearly than my flippant remark that has been on my tongue too long to resist it any longer. One needs go no further than some American farmers to find out why some have switched to a more lucrative cash crop. And I do think it is an FA issue, as you point out how it would help some very poor countries. The raw material generally comes from poor countries that breed terrorists. Be it heroin or cocaine. Do you simply destroy the countries, and its people, further or find a different solution that is their interest AND ours?
