Well, I'm a great believer in free enterprise and minimum legislation myself. The government provides funds (tax dollars) for defense and defense contracts though. At what point (how many $B's of flood damage) would you consider placing sea/river defences above a star wars initiative?

I reject your assumption, that an organized effort of men can drive the climate in the direction we desire - though I don't discount the possibility that some day in the future, 10 to 10 thousand years from now we may be able to.

Here is one local effort that worked well over time. It was only on a country wide level though.

I don't believe in restrictive legislation though as a primary tool to bring about change btw. It will just tank the economy faster, creates more administrators, does little of use.
