That's how bureaucracies and politics work. Polls and numbers of the sort you mentioned can be skewed. Medicine has to be based on scientific facts that can be duplicated by many other people and reviewed by large panels of peers in the scientific community..

I work in medical research and I can tell you that there are some people that skew results for their own personal gain. That is why there is so much bureaucratic red tape to get drugs approved for human consumption. There is so much pressure on individuals and corporations to succeed in marketing pharmaceutical products, and the FDA has to have stringent guidelines to control the process. Checks and balances are built into the system at every step and there are still some drugs that slip through the cracks.
