The last three patches I installed didn't require a reboot. So I don't really know what you are talking about.
I install them on a regular basis. Takes a few minutes on average over DSL.

Mostly it's the uninformed I think. I had to help my daughters friend remove Sircam and W32.Annoying.Worm over the weekend. Took me 30min, would have taken him days...
He had no idea about virus scanners, or product updates (patches).

Ignorance and laziness account for the bulk of the problem. I've often said that if the average driver paid as much attention to the service needs of their car as they do to their computer they'd never check or change the oil and then angrily complain when their car "just died for no reason" after a couple of years.

Windows Update is painless and keeps getting more so with each release, but it still requires some minimal effort on the part of the user and that still seems to be asking too much.
