the case is that 20 is larger than 10 and it makes people feel better to buy something which says 20 on it than 10 on it (for a vast majority of buyers). the actual need for either of those numbers (archiving mainly) is no less than the percentage of people who need faster than 1.0 GHz machines but amd and intc try to get larger numbers anyway.
