Enhanced humans and cyborgs are coming due to the continuation of evolutionary pressure. At first the rich and adventurous only will be able to afford such modifications but then competition will force others to follow and mass production will bring the prices down. Just like university degrees are now prerequisites for getting a high percent of jobs, something that wasn't the case when I was in high school in the UK only 20 years ago (they were already in the US of course).
