I believe that was becaus he knew the democrats would not support it. He wanted unanimity so he had to side step the issue.

In the conventional sense a declaration of war would have to be against another independant state, wouldn't it? Who would Bush declare war against? Junior's mistake is to treat this a war domesticly but as an adventure internationally.
