Perhaps. The limited speeches I saw on the house floor on the subject sure had a different tone from the repub side and the dem side. That said, there is something related to the insurance industry's not having to pay claims for acts of war. Lots of politics involved unfortunately. I would rather they declared war and amended the rule that said war is only with soveriegn nations.
