Well, there's something to be said about national ties when it comes to organized criminal activities. Italians, Sicilians, Colombians, Russians, Chinese (triads), Americans (Hell's Angels)... Heck.. under Len's definition of culpability, any particular criminal of a particular ethinicity immediately implicates the entire national government. But that said, there's LITTLE DOUBT that Israel has a major problem with both drug trafficking and money laundering. Some claim it's due to the influx of Russian immigrants, who for 80 years+ have honed their black market skills in order to survive communist rule.
