Note: after the massacre, Hobeicka was a local hero.

In Israel, there was huge uproar, led by Sharon's many enemies. A government commission found that Sharon had no direct involvement, but should have foreseen it and forestalled it. Sharon lost his job as Defense Minister and was driven into the political wilderness.

At a guess, I'd say this was not a desirable outcome for him. It was also completely predictable to anyone who knew Israeli politics.

This is why I don't believe Sharon had anything to do with the massacres. You don't have to believe he's a nice guy. The massacres were completely against his own best interests. Also, when Time implied he he had ordered them, he sued for libel in this country and won. It's hard for a public figure to win a libel case in the US.
