Those people are foreign visitors not US citizens, and don't you think during a time of war (our President with the backing of Congress had declared war on terrorism) that the prudent thing to do is question foreign visitors if we think it might save more American lives? How do you think Clinton or Gore would have handled it? Clinton and Gore's record is clear on this topic. They would make them citizens and ask that they vote Democratic.
