I think the economy was out of kilter, well before they reached 6.5%. The same 6.5% interest rate was probably too low for Silicon Valley in its hey day of 30% pay and rent increases, and much too high for middle America losing out to imports. In fact, we have one part of the US, high tech, finance, and govt, that needs a strong dollar, while the manufacturing, agricultural, etc. need a weaker dollar and lower rates.
