anytime a human being is mutilated it is a tragedy.
Many cutures have a traumatic rite of passage. This can range from fraternaty hazing to scars and tattoos that are quite painful and permanant. I'm not prepared to say that all should be banned as there are perceived benefits in cohesion and bonding that arise from these events. I think it better to lure the world into a common culture (through MTV and McDonald's for example) than to force it.
