Oh I am not sure the actions to date would have been much different, but actions prior to the attacks may have prevented them as they were and would have promoted and brokered peace in the middle east which the current Admin ignored right up to the attacks. I do think either would not have gone the secret police activities or the military tribunal activity and their rhetoric would have had the "peace" word in it at least several times. I also believe they would have handled the whole crisis just as well as Bush.

And I don't think either would have been gung ho to attack the next nation. Looks like we will pound Somalia next and prepare Iraq for attack as well if they don't step in line big time.

One thing I don't believe either Clinton or Gore would have done was pass out the ultimatum to the world "either you are with us or against us" although I beleive either would have built a successful coalition as Bush did.

So net sum, they would have done about the same, with a more moderate voice to the world
