It is in the interest of the market makers, the primary underwriters of options, to make options ultimately expire worthless. So the more puts are out there, the more incentive to ramp the market up.

High P/C also indicates high fear factor, and high speculation to the down side, both of which are encouraging signs for patient traders to bet on the long side.
