Hi rock, Yes there were numerous horror stories out of the RTC & gaffs by the government in the S&L debacle. My wife got to experience a good deal of it first hand. Typical bureaucratic bumbling at its' finest. No doubt many billions were lost due to failure to accept reasonable offers for real estate & assets due to ridiculous rules & regulations. Still the pathetically insane handling of the genuine criminals who bilked Billions for personal gain was absolutely mind boggling. It actually was quite profitable to be an S&L criminal, even for the few who actually served time in those leisure centers otherwise known as white collar prisons.
