His experiment wouldn't even predict what he wants it to predict. Let's say the code does run slower on a Pentium 4 than it does a Pentium III. Is it because there are fewer decoders, is it because the decoders run at half speed, or is it something else we hadn't thought of? The argument is moot, since even his application doesn't allow for a control group in the experiment, meaning that there is no basis for comparison. What makes the argument even more irrelevant is that no applications will behave like his does. If he proves that the Pentium 4 is slow with his application, it doesn't gain him anything. The whole exercise is frivolous - I should never have responded to his first post.
