You utilize services, and you pay taxes for them which go towards the upkeep of those services..

It gets added to consumer goods, to utilities, to services.

But you have a choice whether you want to utilise those services at all....

The idea is - why should i as an individual have to pay for the maintenance and expansion of CalTrain or Bart if i don't utilise the train system at all...? Conversely, if I use train regularly, i wouldn't mind paying the tax to better the services.

makes the funds more available for projects which are deemed important by public, rather than arbitrary assignment by the existing govt. Increases accountability too. The 880 project would been assigned more $$s earlier if road tax was applicable.

I understand US successive govts has been trying to pass that bill forever, but the logistics of moving from here to there is pretty daunting......
