Thats why it has never been implemented....

Same with social security deductions....

Thats very true and its a point I've thought of. We would have to find a way to work around that issue and many others I'm sure. But there isn't going to come a day when we can start a new tax code when circumstances like what you've mentioned wont exist. So....much like SS when a tough question gets asked the whole idea of a flat consumption tax will die.
