Intel has taken a wait-and-see approach to semiconductor design trends in the past. As the push for an all-copper interconnect on microprocessors came into vogue, Intel at first balked at the trend, according to David York, an analyst with Chip Works in Scottsdale, Ariz.

But York's company just recently analyzed Intel's Pentium III-M processor, which incorporates the copper interconnect, and at 0.13 micron dubbed it the most advanced process technology in the semiconductor business.

"Once the technology arrives, Intel seems to come in with both feet," York said. "They may spend more in research and development to make sure everything is right. If SOI is similar to their copper strategy, they may be sitting back and let other companies do the R&D, and then later they will benefit from all the expenditures by other companies. It is not a bad thing to do."
