The investment total is appropriate for the specification according to with approx. 0.5 billion DM.

This seems like a very small amount and the 2003 date seems very early. My German is suffering from a heavy dose of disuse, but I'm pretty sure the original text (the quoted text is Englishish) reference a finish-by date, rather than a starting date. For the German speakers on the thread:

Demnach soll bis 2003 ein Chip-Zentrum in Dresden erbaut werden.

Maybe this is some kind of R&D thing? You certainly don't get a lot of fab for half a billion dollars, much less DM.
