Israel needs to form it's own terrorist groups. For each bombing in Israel, Jewish terrorist groups need to do multiple bombings upon the Palestinians. The Israel government, of course, would condemn the bombings of the Palestinians.

Then Israel could bring the offer to stop the bombings of the Palestinians to the peace talks.
