OBL used his daddies money to help out the mujahadeen against the Russians. He may have had some coordination with the ISI. That hardly points to us creating him, even if you are not using the term in such a literal way as to have it apply only to his parents.

The training camps where largely camps to train fighters against the Soviets in the 80s. In the 90s esp. after the Taliban took over many of them were controlled by Al-Qaida and where used for terrorist training, but if they didn't have these camps they could have easily built new ones or trained elsewhere.
