Like I've said often, it doesn't really matter. You can always redo it, but the economics won't change enough to bother. Besides, essentially you're asking me to predict how stupid people, authorities, can get, I've answered this many times before. The answer is that their stupidity is unlimited, so your guess is as good as mine. You never need to be right about a guess, because the result will be randomly distributed. You only need to overcome desires that put pressure on you to make choices that fly in the face of the obvious.
