Certainly seems so, in his statement at the Euro-50 today he said something surprising, that creating the Euro decreased currency diversity, and actually increased dollar investing for funds that require diversity.

Another commentator said "there's more silver bullets", meaning the Fed can not only cut rates more, but even at zero percent can continue to add liquidity in various ways.

No lack of confidence, it seems, by the currency manipulators to manage money supply to whatever extend necessary to get the ball rolling in this dollarized world.
