We need to see people take advantage of current rates by consolidating debt not adding to it.
Isn't this the worry about what people will do with tax cuts and refunds? Pay down debt or save for that storm they see coming instead of spend, spend, spend and stimulate the economy (supposedly out of its recession)?

Not that I really disagree with you. It seems to be case of feel good now, but die later or feel worse now but survive the disease.
