First, America needs to build trust in Iraq. The last time America, under Bush senior, directly asked the groups in Iraq to rise up against Hussein, they did, and then the groups got slaughtered while American military stood by and watched.

Will the US go it alone? Either we destroy these groups soon, or we have to fight them later when they are stronger and better organized, and possibly within our borders AGAIN.

These groups are never going away on their own.
