I would go even further. If Iraq doesn't let inspectors in, first bomb the facilities we suspect harbor weapons of mass destruction. Then convince the Turkish government it's in their best interest to occupy the northern part of Iraq. Owning the 3 billion gallon a day Iraqi oil fields should do a lot toward helping their democracy expand and prosper.
