Good points, Tek. Part of my concerns is the extent of change within the FBI since the Hoover years. Those rules were critical in their time. I guess I'm not yet convinced they need to be changed. One of the lightbulb moments for me was Guiliani's criticisms of the lack of cooperation from the FBI in New York. Sounds like little or no change. Finally, the lack of congressional consultation is very worrisome. Ashcroft should know he's a lightning road and spend great chunks of time working things through with members of the Senate. John

Good morning, tb. Long time. Any thoughts on the recent Palestinian terror? As you know Sharon will be in DC meeting with Bush tomorrow. Should be an interesting meeting. Question: Is Arafat not in control or is he directing the latest terror? My view is that he is unable to control the more radical Palestinian elements, and certainly cannot do anything about Hizbollah. If Israel retaliates massively, as I expect it will do, then Arafat is over as an international spokesman because he will be shown to be unable to control the more radical groups. Why the terror while Zinni was in Israel? An affront to the US? Why, after the USA has made fairly significant statements favorable to the Palestinian cause?
